Subject	Front Center Panel Level with Hood or with Headlights?

Message	I removed my center panel to put in Pop Charger and I am not sure how high the center panel should be. It seems as if my hood is a little higher than my center panel right now. Should i put in higher washers between the panel and the body to make it level with my hood or should i keep it low alligned with my headlights? Thanks Ben Nguyen
